Village Board Considers Mixed Use Development at Freighway Site Plus Sales and Open Houses

Long an eyesore, the five-story Freightway Garage has provided necessary parking for commuters but posed many structural issues for its owners, Scarsdale Village. The building has had leaks, cracks and a finicky elevator, and requires constant maintenance. In fact, Village Manager Steve Pappalardo says that over the next few years, the garage will require over a million dollars in repairs.
However, the Village Board and Managers are considering a way to turn the aging garage and the two open parking lots that surround it into an asset for the Village and residents. Following similar developments north and south on the Metro North tracks in White Plains, Bronxville and Tuckahoe, the Village is proposing to explore the development of a mixed use structure, with housing and parking on the site.
To that end, the Village Board, Village Manager and Village Planner met on Monday night February 6 to discuss retaining a professional planning consultant with expertise in transit-oriented development to explore options for developing some or all of the 2.38 acre site owned by the Village.
The consultants would be charged with determining how a public/private partnership might be fashioned to provide housing and parking --and how the site can be integrated into the fabric of the Village. Additional housing downtown would provide more foot traffic in Scarsdale Village and hopefully help to revitalize the flagging retail environment. The planning firm would be asked to develop objectives and goals for the project which might be similar in some ways to the Christie Place Development that includes public parking, generating revenue from the Village, as well as private housing.
The Village would also name a steering committee of representative stakeholders to engage with the community and begin to define what they would like to see on this property. The site falls within the Scarsdale School district, so there would need to be some consideration of possible additions to the school population. However, Planner Liz Marrinan envisioned smaller apartments targeted at empty nesters and millennials rather than larger families.
$50,000 for a land use analysis has been allotted in the 2016-17 Village Budget and these funds would go toward retaining the consultant. Marrinan hopes to have an RFP for the planning consultant drafted and approved at the March 21 or March 28 meeting of the Scarsdale Village Board.
