Land Use Boards Resume Meetings - but on Zoom- Plus Sales and Featured Listings

The Village Land Use Boards took a hiatus for a few months due to the virus and the inability to meet in person. However, this week, the Board’s resumed meeting, but via Zoom. All relevant documents were uploaded on the Village website previous to the meeting to allow residents to see the applications, plans and renderings. At least one person was very happy with this new way of doing business. We received the letter below from Bobby Ben-Simon of KOSL Building:
COVID-19 had a major effect on all of us. The BAR meeting on June 1 showed that we can adopt a positive in these trying times. I would like to comment the village, building department and the BAR on a refreshing and professional meeting that was done on Zoom. The meeting was clean from tensions that are usually associated with these meetings. The Board was able to go through 16 applications with ease and clarity to both applicants and neighbors. Please consider keeping this form of meetings, as the new norm.

This in from Elise Flagg at Houlihan Lawrence in Scarsdale: Though we are in the midst of a pandemic we are seeing an extremely frenzied market. At the start of this health crisis many sellers opted to remove their homes from the market which is why our current real estate inventory is low. There has been a 45% drop in inventory from 207 active listings at this time last year to only 113 this year. However sales are strong. Year to date 63 homes in Scarsdale sold vs. 67 at this time last year. The median price has risen 16.3% to $1,530,000.
It appears that people in the city are realizing the effect of this virus on their daily lives and making the decision to leave the city. We’re hearing that coordinating in home schooling with a remote work environment was proving too difficult for families.
As a result we are seeing well priced properties on the market get offers immediately and deals are getting done. Sellers realize this may be the time to list their house and although many homes can only be shown virtually, some sellers are allowing buyers to view their homes with the proper PPE.
Buyers and sellers are very considerate of each other and they are making the best of an arduous process. We anticipate a very active real estate market this summer.

Real Estate by the Numbers: April Sales Figures Corrected

An issue with the Multiple Listing Service numbers caused Scarsdale10583 to report erroneous real estate stats last week. The corrected numbers show that year to date there have been 48 sales in Scarsdale this year, which is exactly the same number of sales as of April. 30, 2019.
However, the average price has risen 15% from $1,486,385 to $1,716,731.
There are only 120 homes on the market, an extremely low inventory for this time of year.
Anne Moretti, a realtor with Julia B. Fee Scarsdale provided the following analysis of the market.
She says, “2020 got off to a good start with the two-year market correction behind us. The three interest rate reductions in the last five months of 2019 eventually led to reduced mortgage rates. By the end of 2019, we were already into a robust market. We began 2020 with an imbalance of more buyers than available supply of properties and we had multiple offers across the price spectrum. It was a great start to 2020.”
“March was the transition month. When New York State officially shut down on March 22 it stopped everyone their tracks. Therefore, the first quarter was looking great and any data which includes these three months will overstate the strength of the market.”
“Right now, many sellers are reluctant to allow strangers to come into their homes and many buyers are not eager to visit properties. I think any return to normal will be rolled out very slowly.”
Looking ahead, Moretti expects there will be a jump in buyers coming from NYC as lifestyle preferences shift towards less dense, suburban living and private spaces. This trend will be accelerated as companies pivot their businesses to include more telecommuting and virtual workspaces. Moretti sees a softening in international buyers, due to global economic factors, the pandemic, trade wars and fewer relocations.
She predicts that, “Our third major sector ,which is local Westchester people moving across town or between communities will soften as well. This year, people are hunkering down here and not extending financing ...unless there is an opportunity. There will be some opportunistic buyers and others who are hurting.
