Real Estate Survey Results and Recent Sales

The Real Estate Survey conducted on Scarsdale10583 indicates that respondents are looking to Village Trustees to re-examine our laws to limit the size of new homes, protect trees and preserve open space. 75% of respondents believe that the new homes being built in Scarsdale are too large and 4 out of 5 respondents agree that trustees should re-examine code on floor area ratio, lot coverage, and the preservation of trees and open space. However, respondents are divided on the effect of home demolitions and new construction.
Though the survey size was small – there were only 113 respondents, here are their views on demolitions, construction and what trustees might do to preserve neighborhood character in Scarsdale.

So though readers are split on the number of new homes going up, they are overwhelming opposed to the size of these new homes. Readers also had lots to say about the current landscape and what should be done. Here are just a few of your comments:

The vast majority of teardowns are exactly that-teardowns, never having been updated or maintained. The FAR regulations have encouraged oversized and quite frankly unappealing homes that over time will be expensive to maintain and repair. The dormers and multiple rooflines are sometimes done simply and well and other times-bizarre and unattractive. A walk around the Crossway area reveals a dozen cheesy and unattractive homes built over the past 3-5 years. How they were approved by the BAR stuns me and nearly all that know of them. Several have a mish mash of window styles and rooflines that defy taste- 4 to 7 styles on one front. Who approves this? These are the ones that need give new development a bad name. Others are done tastefully or innocuously. Clearly the FAR needs a reval and the BAR needs to establish better standards and apply them equally to all homes, not just the ones that neighbors put up a fuss over.

I live on a street that is one very short, steep block long and previously had 8 houses. It now has 10 houses and one monstrous renovation. The street it now congested with large houses on relatively very small lots. Because the builders have no property to work with, they have destroyed the contours of the land and created walls and terraces. In addition, the close proximity of the houses has led to uniform, unattractive "stockades" of arbor vitae in an attempt to regain the privacy that existed when the houses were not one on top of another. What's sad is that the people who pay for these ridiculous abodes could have more square feet on larger properties in houses with some character, for basically the same outrageous prices they've paid.

I purchased my home in Fox Meadow 25 years ago. I was attracted to Scarsdale primarily because of the "look" of an established town with gracious old homes. All that has changed now, the overwhelming majority of builders crap that is going up looks the same. It combines clapboard and feature stone along with a hodgepodge of "feature windows" and it is called a Colonial. All this on a too small lot and too close to the neighbors. And how about height? The majority of the new houses dwarf their older neighbors in height, completely out of character.
The BAR should be charged with the responsibility/guidelines to help ensure/create a varied neighborhood of Tudors, colonials and Mediterranean's. The building materials should be diverse and of high quality. Regulation of landscaping should be taken seriously. For each knockdown/new home, there should be a minimum established for new shade trees. The newly planted trees should be a minimum size as well when planted.

Market Report: Sales Down in Scarsdale and Up in Edgemont

Sales as of the end of November 2015 in Scarsdale are down 10.7% from the same period last year. In 2015 there were 218 sales versus 244 last year accompanied by a 27.6% increase in active inventory, with 111 listings versus 87 at this time last year.
The upsurge in inventory is most pronounced at the high end of the market, where there is a 90% increase in listings in the $3-5MM range and a 37.5% increase in inventory of homes priced over $5MM. The biggest change in sales was in the $3-5MM range which dropped 31.8%. There is a nice selection of homes priced above $3 million available in prime locations in Scarsdale. Demand for homes priced below $3mm remains strong.
For the first eleven months of the year, sales in Edgemont increased 8.8% increase over last year with 99 sales this year versus 91 last year. There is also a 16% increase in inventory with 36 active listings versus 31 last year. The $500,000-700,000 market saw a 33.3% increase in sales and the $700-1MM market saw a 34.5% increase. All other price ranges were slightly down in number of sales. The market below $1.5 continues to be in high demand in Edgemont.
Realtors are anticipating an influx of inventory early in the New Year and hope for an influx of buyers, as well. Many sellers are waiting to list their homes until spring when new buyers are scouting the market to learn more about prices and value, and to line up pre-approvals for mortgages.

Unauthorized Demolition, Grand Plans and the Reval

A busy week for the Building Department in Scarsdale – where active developers are posing challenges to Village Code.
A home at 85 Penn Road was demolished without receiving a certificate of appropriateness from the Committee for Historic Preservation. According to the Building Department the owners of the home had received permission from the BAR to renovate the house and do an addition. But when the construction crew began work they found that the original structure had decayed and would not support the new work. Rather than call the Building Department for an inspection, Freitas Construction plowed down the house. Since they did not have permission to demolish more than 50% of the structure, they now face violations and fees of up to $50,000.
Residents of Sherbrooke Park report that they were not given notification from the builder before the Committee for Historic Preservation met in September, 2014 to consider the demolition of a 1928 home in their neighborhood. When the home at 4 Brookline Road,was demolished, puzzled neighbors went to Village Hall to see why they were not notified. They checked the file and found postal receipts to show that the owner had notified residents on the opposite side of Sherbrooke Park, though the real neighbors addresses were listed on the application. Whether it was a deliberate action or a mistake, no one will ever know.
Though builders and realtors are claiming that the high end of the market in Scarsdale is dead, applications to build large and larger homes continue to pass through Village Hall. On Wednesday December 2, the Village Board of Appeals will consider an application from Eighteen Heathcote LLC to build a home, pool, patios and a driveway that will exceed the 15,000 square foot floor area permitted on the 5.39 acre property at 18 Heathcote Road. Plans call for a ballroom and a library with 14 foot ceilings that will count twice toward the FAR calculation. Also in the plans are a 5,789 square foot terrace, two entrance courts of 2,995 square feet and 1,174 square feet, a 1,463 square foot guesthouse and a 24 X 50 foot pool.
