Construction Woes on Dell Road and this Week's Sales

Teardowns and construction woes continue to plagues residents of Dell Road. At the Village Board meeting on Tuesday night May 13, Dell Road resident Deeana Schiffer spoke about the "five-year long nightmare" caused by construction at a home at 4 Dell Road where according to Schiffer, there has been, "unbelievable noise, a mess and garbage." She says that correspondence and phone calls to the Building Department go unanswered and decisions by the Board of Architectural Review are "disregarded and unenforced." She concluded by asking, "Why have a BAR?"
As far back as 2012, Schiffer has been calling on the Board to address the issue. Here are minutes from a meeting of the Board of Trustees on August 14 2012 when Schiffer spoke.
This past April in connection with the demolition of a property at 4 Dell Road, a large dumpster was dropped onto the driveway next door to them at 6:00 A.M. The noise was deafening. When she phoned the police, she was told that three criteria had to be met before they would send a patrol car noise, disturbance, and necessity. No patrol car was sent.
Secondly, for weeks and weeks, there was drilling through huge rock formations. She pointed out that this also took place on weekends. When she phoned the police she was told after they visited the site that this was normal construction noise. Thirdly, in July, a plumbing supplier began to deliver rather large pipes at 7:30 in the morning to the construction site. The noise was more than audible, so she phoned the police because this began before 8:00 a.m. Officer Santos arrived and spoke to the plumbing supplier but he could not issue a summons because it was 8:00 a.m. at that point. The Officer encouraged her to continue to report these infractions. Mrs. Schiffer requested the Board to revisit the original intent of the noise ordinance with a view towards restoring the quality of life that they used to know in Scarsdale.
