The Committee for Historic Preservation has a busy agenda for its July meeting when seven homes will be considered for demolition. If none are found to meet the criteria for preservation, the following homes will fall to the wrecking ball:
18 Kelwynne Road was built in 1928 and sits on 1.69 acres of property near the Scarsdale Middle School. Currently listed for sale for $3,750,000 with taxes of $48,858, the property is described as "park-like" and the lawn as "expansive." The listing also notes that the property includes two tax lots. Let's hope the developer only plans to replace one house!
21 Greenacres Avenue is a renovated carriage house that sits on a flag lot on Greenacres Avenue near Hitchcock Church. It is not currently on the market but was listed in February 2014 for $1,595,000. Perhaps the buyer is waiting to see if demolition will be approved before making the purchase. The property is .61 acres and the 1911 carriage house was renovated in 1998 and again in 2005.

Count 'Em -- 951 Grievances Filed Following Revaluation

Village Assessor Nanette Albanese has announced that the Village received 951 tax grievances following the revaluation. This is higher than the 700+ grievances the Village received before the revaluation and represents about 16% of all the properties in Scarsdale.
We asked Bob Berg who serves on the Board of Assessment Review if they would be able to review all of these by September and here is what he said:
"The number of filings is not at all surprising to me given the number of properties which were reassessed upwards, in some cases by large amounts. The BAR consists of 5 dedicated community volunteers who are experienced and knowledgeable about real estate values in Scarsdale. We are required to complete our review of the grievances in time for the filing of the final assessment roll on September 15, 2014, and we will do so. To that end, we shall be meeting at least twice weekly for the remainder of the summer, and if need be, we shall add whatever evenings are necessary to finish our task. We are an independent town board, and we take our responsibilities very seriously. Some grievances are easy to deal with -- for instance, where the property owner has just submitted a grievance petition without any supporting analysis or documentation. Others take considerably more time -- e.g., where the property owner has submitted one or more independent, timely appraisals. Regardless, we work through the file and make whatever determination we deem appropriate based on the evidence before us."
At least for this week, the revaluation does not seem to be affecting sales. Two very pricey homes were sold as well as a host of others. See below.

Historic Victorian on the Market and this Week's Sales.....

One of Scarsdale's historic homes is on the market. A Victorian home, thought to be built around 1875 at 1084 Post Road has been listed by Angela Retelny and Janice Rothman of Julia B. Fee Sotheby's for $2,499,999. The home was called "The Maples" and was used a residence of the teachers of the Scarsdale community. It is an Eastlake Victorian, which refers to a household design reform movement by architect and writer Charles Eastlake, in the late Victorian period. His book, Hints on Household Taste in Furniture, Upholstery, and Other Details posited that furniture and decor in people's homes should be made by hand or machine workers who took personal pride in their work. Manufacturers in the United States used the drawings and ideas in the book to create mass-produced Eastlake Style or Cottage furniture

Teardown Economics: How Much Profit is There?

With six more teardowns under consideration by the Committee for Historic Preservation on June 17 and two homes already demolished in the past few weeks in my neighborhood, I started to wonder about the economics of buying an existing home, tearing it down and building a new one. From the number of teardowns I see, I could only assume that this must be a highly profitable venture for a developer. But just how profitable?
I asked a local builder for an estimated cost per square foot to build a new home in Scarsdale and he said it could vary from $200 to $600 a square foot, but said that a builder who wants to make a buck could get the job done for $250 per square foot. Using this estimated figure I looked at several recent teardown/build jobs in Scarsdale to see what I could surmise about the bottom line for the builder. Keep in mind that these figures do not include the real estate taxes the builder may have paid during the construction period, which appears to be around 2 years. Other costs that may not be included are agent fees (5%), as well as landscaping and carrying costs if the builder mortgaged the property.
Here are a few scenarios:
11 Dickel Road: A 2,911 square foot house at 11 Dickel Road sold for $1,010,000 and was replaced with a 7,273 square foot house that was purchased for $2,775,000 in December 2013.
Purchase price of original home: $1,010,000
Estimated construction cost at $250 per square foot: $1,818,250
Total Cost: $2,828,250

13 Dickel Road: Next door a 3-bedroom home at 13 Dickel Road sold for $1,250,000 in October 2012 and was replaced with a new 6,806 square feet home that sold for $2,6000,00 on June 5, 2014. This one may have not been a total teardown:

At 346 Heathcote Road the original home built in 1929 sold in 2012 for $550,000. On only .17 acre the builder put in a 4,350 square foot home which sold in February 2014 for $1,800,000

From my estimates, the economics of teardowns are a mixed bag. It appears that they a better deal for the Village than the builder as the Village collects building fees, subdivision fees and then increases the real estate taxes on the home dramatically when it is built.
But perhaps I have over-estimated the costs to the builder – because if these numbers are accurate, why would the demolition derby continue?
