The Board of Trustees will hold two meetings regarding lot coverage and teardowns in the next week.

On Thursday night 9-17 at 6:30 pm in the third floor meeting room of Village Hall, the Board's Law and Land Use Committees will consider a recommendation from the Planning Board regarding the gravel surface moratorium. The recommendation was made in response to an appeal from the owners of 45 Cushman Road to install a circular gravel driveway. Under the moratorium, the gravel surface would be considered as an impermeable surface and would cause the entire project to exceed the maximum lot coverage requirements. The Planning Board made a recommendation regarding the impact of the appeal on the proposed new law and the impact on the Comprehensive Plan. Learn more here:

On Thursday night September 24, the Board of Trustees will consider two appeals to tear down homes that were designated as historically significant by the Committee for Historic Preservation (CHP.) At their July meeting the CHP denied demolition permits to the owners of a Collett-built Tudor home at 11 Carstensan Road and to local builder Matt Miller who applied to demolish an arts and crafts style home at 1023 Post Road. Both have filed appeals and their cases will be considered on September 24 at 6:30 in Rutherford Hall on the second floor of Village Hall.

Here is the September real estate update from local realtors Laura Miller and Elise Flagg:

After an extended period of calm, we saw some volatility in the US markets in August due to China's devaluation of the yuan. While interest rates fluctuated, they ultimately remained at stable levels, and we should all remember the long-term nature of real estate investments. There is a lot of speculation as to whether the Fed will raise rates in September but jumbo rates have remained at current levels of just below 4%.

We feel that the market volatility is unlikely to affect short-term prices in Scarsdale and Edgemont. Buyers are still looking to move to the suburbs, escape private school tuition burdens, enjoy a quick commute to work and benefit from our fantastic public schools.

The Scarsdale market is a little slow this year over last year at this time. We have over 31% more houses on the market than last year at this time and 174 houses sold year-to-date versus 189 last year. Up to $1MM, we had a 3% increase in houses sold but $1-1.5MM decreased nearly 12% and $1.5-2MM decreased over 21%. The $2-2.5MM market increased in houses sold over 17% this year while $3-5MM decreased over 26%.

The Edgemont market has the same number of active listings as this time last year. However, there was a nearly 13% increase in the number of houses sold year-to-date this year versus the same period last year.

The Edgemont market is hot! The big change in number of sales was in the $700-1,000,000 range where we saw a 32% increase this year over last year.

The median prices in Scarsdale and Edgemont are slightly down as well. After Labor Day, showings historically increase as the hunt for homes begins again.

An eight-bedroom, 12,306 square foot house on over 4 acres on Heathcote Road has been put on the market for $11,885,000. It is listed by William Pitt, Julia B. Fee Sotheby's Realty by the homeowner/agent Caroline Freidfertig. Real estate taxes on the home are currently set at $181,746.

Though Scarsdale property records and the real estate listing say it was built in 1928, the historians who did a historic resources survey in 2012 say it was built in 1905. The house, which was commissioned by Samuel Woolverton, Vice President of the Hanover National Bank and the historic resources survey for Scarsdale named it a candidate for possible historic preservation.

Here is what the survey entry says:
"This grand wood house on an expansive site is modeled on a Southern plantation. The 2.5 story main mass of the house has a monumental portico supporting a triangular pediment with an oval window divided into a complex pattern by curved mullions. Entrance is through a door capped by a fanlight with a web pattern. The house has a hip roof with dormers and is articulated by multi-pane windows. " The identity of the architect is unknown.

The current home has a gated entry, 18 rooms, 10 bathrooms, a 50-foot pool, spa, cabana and a tennis court. It was renovated in 2004.

The home is owned by Shlomo Freidfertig who is a prominent developer and has built many homes in Scarsdale.
