Understanding Your Real Estate Taxes Plus November Home Sales

How does the explosion in home prices affect your taxes? Assessor Victoria Sirota briefed Trustees at a work session of the Village Board on November 4, 2025 and explained how the Village determines your taxes each year.
She explained that Scarsdale’s equalization rate has changed dramatically since 2020 when assessments and market values were equal. Given the dramatic rise in home prices, the state has determined that the full market value of all Scarsdale real estate is now $13 billion, up from $9 billion in 2020.
By 2025, individual home assessments (the number you see on the property section of the Village website) has fallen to 70% of the full value upon which your taxes are based.
So to determine the full value for your home, divide your assessment by 69.73% which is Scarsdale’s current equalization rate as assigned by the state.
As an example, a home with an 2025 assessed value of $1.3mm, has an equivalent full value of $1,864,333 in 2025 ($1.3mm/.6975). Using the tax rate of .27904 it would have a 2025 tax bill of $36,275. Each year the equalization rate changes, along with the homes full value. Your assessment does not change annually unless you do a construction project. The assessment does not even change at the time of sale - based on the sale price.

According to Greg Menell of Pendulum Property Group the local real estate market remains dynamic and competitive. Here are a few observations:
-Inventory is still extremely limited, with only 24 homes currently for sale. This is well below last year’s 40 and far from the pre-COVID average of 130.
-Competition is especially fierce for homes under $2.5 million, where 78% have sold above asking price compared to just 25% in the higher-end segment.
-Prices continue to climb, with the year-to-date median sale price up 9% to $2.509 million and the median price per square foot rising 7% to $654.
-Homes are taking slightly longer to sell, with a median of 17 days on market versus 15 last year.
“Low inventory continues to drive strong demand and price growth, especially for well-priced homes in the mid-market range,” Menell said, adding that “even with slightly longer days on market, Scarsdale remains one of the most competitive and resilient markets in Westchester.”
