Police Report: Man Arrested for Driving Without Interlock Device and a Massage Gun Explodes

Arrest: On Feb. 1, police were conducting traffic enforcement in the vicinity of Heathcote Rd. and Duck Pond Rd. They observed a vehicle traveling west at a high rate of speed, and confirmed their observation by radar. Police conducted a traffic stop and made contact with the operator – Tevin Lamor Clarke, 32, of the Bronx – who presented a NYS driver’s license. A check of the provided license returned a restriction that required the driver to use an ignition interlock device. A driver interlock device, also known as an ignition interlock device (IID), is a breathalyzer that prevents a vehicle from starting if the driver has alcohol in their system. Clarke was arrested for use of a vehicle without an interlock device, speeding and operation of an unregistered motor vehicle. He was released on his own recognizance and issued an appearance ticket for Scarsdale Village Justice Court.
Stolen
On Jan. 29, a Birchall Dr. woman advised of missing an expensive handbag, and she suspected it was stolen. She noticed the bag missing from her bedroom on Dec. 30, 2024. She also said she was away from her house during the month of December, and contractors were working inside. She wanted to document the incident for insurance purposes.
A Gatehouse Rd. resident saw a man, dressed in black with a medical mask, steal a package containing three items from his neighbor’s property approximately 30 minutes in the past, Jan. 31.
A Colvin Rd. resident reported a package containing two items was stolen from his porch Jan. 31.
Fraud
On Jan. 31, a Walworth Ave. resident reported she was a victim of fraud with respect to an internet sale of a bed involving a fraudulent check in the amount of $2,270. Jan. 31. The sale occurred on the “Next Door” site.
Scam
On Jan. 29, a Birchall Dr. man reported he received a suspicious email requesting that money be sent to a crypto account. The man wished to document this incident and advised
that he did not incur any loss. Patrol advised him to immediately delete and ignore any unknown or suspicious emails in the future.
Domestic matters
A Fox Meadow father called police for help with a dispute with his teenage son Jan. 27. The father advised patrol that he had a verbal argument with his child over WiFi. He said he took the WiFi away from his child, and the child became angry. Patrol provided the father with possible solutions to his child not listening to him.
Horn
A Harcourt Rd. woman reported a white SUV pulled into her driveway after 1:30 a.m., Feb. 2, and the driver repeatedly honked the horn and left. The woman said this is the second time such an incident has occurred.
Cars and roadways
Police helped a driver with a disabled vehicle on Popham Rd. get his car towed for repairs Jan. 27.
A driver reported his brakes locked on Popham Rd. Jan. 27. Police organized a tow for the car.
Police called a service station for a driver who locked his keys inside his car on Edgewood Rd. Jan. 28.
A Range Rover with two flat tires was abandoned on Cayuga Rd. after midnight, Feb. 1. Police contacted the owner, who said his daughter left the car there and he was en route to move it out of the roadway. It was safely parked, and the owner said he would arrange a tow in the morning.
Police advised the highway department about work needed to refill a pothole on Greenacres Ave. Feb. 1.
Verizon was notified about a dangling wire from a utility pole on Rock Creek Lane Feb. 1.
Police helped a driver with car trouble on Mamaroneck Rd. organize a tow for her car Feb. 2.

Village code
On Jan. 31, police removed a real estate sign on Palmer Ave. because it was posted in the Village right of way, in violation of Village code. Police removed the sign and issued the real estate agency a summons.
Police dispersed kids who were skating on Olmsted Pond, near the Scarsdale Library, Feb. 2. Police advised the kids that it was not safe to skate on the thin ice.
Lost and found
A resident reported losing a Samsung cell phone in the vicinity of Boulevard Feb. 27.
A backpack was left behind at a ceremony at Scarsdale library Jan. 31. Police identified the owner of the backpack and returned the property to that person.
Firefighters
Firefighters checked a Sprague Rd. house and stood by for Con Edison due to a suspected gas leak Jan. 27.
On Jan. 29, a Madison Rd. asked firefighters to evaluate the electrical cords plugged into outlets. Firefighters found nothing inherently wrong and observed no obvious fire hazards at this location. Scarsdale Police and SVAC were requested for an evaluation of a party at the location. Contact was made, and no action beyond the evaluation was made.
Firefighters assisted at a car accident on Hutchinson River Parkway Jan. 30.
A Franklin Rd. resident called firefighters reporting that a massage gun had exploded Jan. 31. Firefighters discovered a massage gun which had malfunctioned from improper use of a charger. The item was removed from the home, and firefighters ventilated the space to reduce the odor.
On Feb. 2, firefighters were dispatched to a Heathcote Rd. house for an inside smell of gasoline. Crews found a leaking gas-powered generator in the garage. The generator was moved to the driveway, The leak stopped when firefighters shut off the gas valve. The house was ventilated.

Car break-ins: On Jan. 24, at 2:30 a.m., a Tisdale Road resident reported observing two unknown parties, via her doorbell camera, checking car door handles. The resident said they were two males wearing hoodies. They were seen checking door handles on two parked vehicles in the resident’s driveway. One vehicle was unlocked, which was then entered by one of the males. The male remained in the vehicle briefly, but no items were taken. The male then left the location on foot. The resident said she observed a white vehicle with NY plates drive by her house shortly after the incident. She suspected the vehicle was associated with the suspects. Patrol canvassed the area with negative results.
Identity theft and fraud
On Jan. 23, a Swarthmore Road resident discovered someone cashed a previously-cashed fraudulent check from 2021 against his account again on Dec. 16, 2024.
A Bradford Road woman reported receiving a phishing email Jan. 23. She deleted it.
On Jan. 25, a Herkimer Road resident reported that someone with a Colorado address opened a fraudulent Direct TV account in her name.
Help
Police performed a welfare check on a Lyons Road resident Jan. 23.
On Jan. 26, a Lee Road woman said she encountered an elderly man who could not speak English and who needed assistance finding his son's residence. Police made contact with the son, who came and picked up his father.
Homeless
Police asked a homeless man to vacate a doorway on Harwood Court Jan. 21. The man declined services.
Suspicious
Two men rang a Boulevard door and asked if the homeowner spoke Russian Jan. 25. The homeowner declined to answer and shut the door.

A 90-year-old Madison Road woman died at home Jan. 21.

Firefighters
On Jan. 20, firefighters put a defective elevator at the Scarsdale train station out of service.
On Jan. 22, firefighters were dispatched to a Griffen Avenue house for an odor of gas with a hissing sound. Upon arrival, personnel noticed an odor and heard the sound of leaking gas as they approached the dwelling. After investigation, a high-pressure leak was discovered prior to the service valve at the meter riser. Con Edison was requested. Fire personnel evacuated the dwelling, extinguished a fire in the fireplace, located and unburied the curb valve and checked the dwelling for measurable natural gas. 900 ppm was detected in the dwelling. Con Edison arrived and determined the severity of the leak required the curb valve to be shut. Firefighters and Con Edison personnel worked to remove water, ice, and
frozen dirt from the curb valve after which it was able to be shut. The flow of natural gas subsided, and the home was ventilated.

Burglary: On Jan. 11, a Lincoln Rd. resident reported she came home at 11:20 p.m. and discovered her house had been burglarized. The house had been rummaged through, and numerous items were reported as stolen.
Package theft
On Jan. 8, a Madison Rd. resident reported packages were stolen from her porch.
Identity theft
On Jan. 7, a Wakefield Rd. man reported that someone opened a bank account in his name in Sept. 2024. When the suspect attempted to make a charge against the account in December, the bank flagged it as fraudulent.
On Jan. 11, a Harvest Dr. woman reported fraudulent activity on her credit card. Charges totaling $640, with a shipping address in Oregon, were transacted without her permission.
On Jan. 11, a Wakefield Rd. man reported someone opened a fraudulent credit card in his name.
Help
Police checked the welfare of a 95-year-old Walworth Ave. resident Jan. 8.

Library employees reported a female patron in her 20’s, with dark skin, wearing white face paint and carrying several bags, was yelling at other patrons and acting disorderly Jan. 10. Police asked the patron to leave.
On Jan. 11, police were asked to return to the library to notify a disruptive patron that she was no longer permitted in the library. Barring notification was served to the patron.
A caller reported her rental car had been stolen from Freightway Rd. Jan. 11. Police discovered the car had been impounded by Eastchester police due to it being illegally parked on a sidewalk.

On Jan. 8, police advised drivers blocking a Sage Terrace driveway to move their vehicles.

On Jan. 6, a Brambach Rd. resident called police because a contractor arrived at the residence, asking the resident to sign a contract for a previously discussed job to be done at location. When the resident told the contractor that he no longer wanted his services, the contractor did not immediately leave prompting him to call the police. The contractor then left the location prior to arrival of patrol.

The workers extinguished the fire. Firefighters found no further evidence of fire and ventilated the area to remove the smoke.
On Jan. 10, firefighters tightened a sewer trap to eliminate an odor in the house.
Firefighters stood by for Con Edison at the site of a gas leak in a Lyons Rd. house Jan. 12.
Firefighters shut a leaking valve to a propane-fired furnace and advised the Madison Rd. residents to call a plumber Jan. 12. One firefighter fell down stairs and injured his knee while on the call.

He said he provided personal information to a caller who claimed to be with JP Morgan Chase Bank security department. This resulted in the fraudulent withdrawal of money from his Chase Bank account.
On Jan. 16, a Hamilton Rd. man reported that someone fraudulently filed for unemployment benefits in his name.
Cars and roadways
On Jan. 13, police conducted a traffic stop of a car that was observed to be speeding on Heathcote Rd. The 42-year-old Florida driver was found to be driving with a non-valid license. Police issued her summonses for aggravated unlicensed operation of a motor vehicle and speeding.
On Jan. 14, a Liberty Lines bus driver reported the mirror on his bus was struck and damaged by a car speeding by on Post Rd.
Police taped up low-hanging wires on Dolma Rd. Jan. 15.
On Jan. 16, police were conducting traffic enforcement on Post and Fenimore roads and observed a car speed by. They stopped the car and realized the 22-year-old Elmsford driver’s license had been suspended. They issued three summonses as a result: for speeding, operation of a motor vehicle by an unlicensed driver and third-degree aggravated unlicensed operation of a motor vehicle.
On Jan. 17, police observed a 35-year-old Mt. Vernon driver pass through a steady red light at Popham and Chase roads. Police conduced a traffic stop and realized the driver’s license was not valid. They issued her summonses for aggravated unlicensed operation of a motor vehicle, passing a red light and operation of a motor vehicle by an unlicensed driver.
On Jan. 17, police observed a 34-year-old Hicksville (NY) driver speeding on Post Rd. Police stopped the driver and realized her license had been suspended. Police issued summonses for speeding, third-degree aggravated unlicensed operation of a motor vehicle, and operation of a motor vehicle by an unlicensed driver.

Police helped locate a lost dog and reunite it with its Hamilton Rd. owner Jan. 14.
A Huntington Rd. resident reported an unleashed Golden Retriever was loose on his property Jan. 19. The resident secured the dog and said he believed the dog belonged to a neighbor whose fence door was open. Patrol spoke to the neighbor who confirmed she was the dog’s owner. She also stated the rear door of the house was open to allow the dog to be outside while she was away. She stated she was returning later that night. Patrol recommended to place the dog inside and close the door due to the weather. The dog owner agreed to have patrol relocate the dog inside and close the door.

A passerby found a wallet in the Village and brought it to headquarters Jan. 13. Police identified the owner and returned the wallet.
A Christie Place woman reported the front license plate of her car was missing Jan. 13.
A Rugby Lane man reported losing a license plate off his car in the Village Jan. 16.
A Sage Terrace woman found a parking ticket on her lawn that did not belong to her Jan. 16. Police returned the ticket to the person who should have received it.
A wallet was found on Weaver St. and given to police for safekeeping Jan. 18.
Firefighters
On Jan. 13, firefighters assisted with an accident on the Hutchinson River Parkway involving a truck that was not allowed to be on the parkway and struck an overpass.
On Jan. 13 and 17, firefighters also assisted with two unrelated car accidents on the Hutchinson River Parkway.
On Jan. 17, firefighters ventilated a Lincoln Rd. house after a resident burned food while cooking.
Hampton Rd. residents attempted to light a fire in their fireplace but failed to properly open the fireplace flue Jan. 18. This caused smoke to build up and enter the structure of the house. Firefighters extinguished the starter log, removed it and ventilated the house.
On Jan. 18, firefighters assisted at a car accident into a utility pole at Mamaroneck and Brookby roads.
On Jan. 19, firefighters extinguished a fireplace fire that was not venting properly in a Fox Meadow Rd. house.

Drunk Driver Plows Into Utility Pole, Raccoon Attacks Dog and a Dead Bird at the ATM

Arrest: In the early morning hours of Jan. 1, a car accident involving a utility pole occurred at Crane Rd. and Church Lane, and police arrested the driver – a 22-year-old Scarsdale man – on charges of driving while intoxicated (first offense), refusal to take a breath test and aggravated unlicensed operation of a motor vehicle. Upon arriving at the accident scene, police and firefighters encountered a utility pole, on Crane Road, sheared off at its base and broken in half. Overhead wires connected to the pole were still intact and energized. The vehicle – a 2022 Dodge Ram truck – was located in front of a driveway, where it came to rest following the accident. The driver was able to exit the car on his own. Scarsdale Volunteer Ambulance Corps assessed the driver for injuries and transported him to Westchester Medical Center with a police chaperone. Firefighters assisted with securing the vehicle and checked the area for any potential victims related to the accident, and none were found. Con Edison was notified for a response. The utility pole adjacent to the severed pole was severely damaged and also required replacement. The underground house electrical service to a Crane Road house was damaged and needed repair. The car was removed by tow. Property damage due to the accident – from the impact and flying debris – was found at two Crane Road houses. The roadway was closed while emergency repairs were made.
Porch Pirates
On Dec. 31, an Edgewood Rd. resident reported a package had been stolen from her porch. Her doorbell camera captured footage of the package being delivered on Dec. 28 at approximately 4:48 p.m. The camera also recorded a dark sedan parking in front of the resident’s house around 4 p.m. After the package was delivered, a man wearing dark clothing and a facemask left the car, approached the house and stole the package.
A Tunstall Rd. resident asked police, on Jan. 5, to document a package theft that occurred from his doorstep on Dec. 28. The package contained the following: a limited edition Iron Valiant Pokemon card purchased from Ebay, and a Mall Adventure Super Mario Bros. Mall Adventure poster purchased from the Glitch Productions website.
Identity theft
On Jan. 3, a Saxon Woods Rd. resident reported someone hacked into her bank account and stole over $200,000.
Help
On Dec. 31, police closed an Evon Ct. garage door after it had been left open for a couple days, according to neighbors.
Police asked a homeless man who was laying down in the breezeway of a Harwood Ct. building if he needed any assistance Jan. 3. The man declined and left.
Deaths
An 83-year-old Claremont Rd. man died at home Dec. 30.
An 84-year-old Kent Rd. woman died at home Jan. 4.
Welfare check
At the request of a concerned caller, police conducted a welfare check of a Ridgedale Rd. resident, confirming the resident was OK, Dec. 30.
A health care provider requested a welfare check of a Lyons Rd. resident Dec. 31, following the resident’s recent discharge from the hospital. The resident was OK and in the process of looking for a health aide, police learned.
Civil matter
On Jan. 3, a Brite Ave. caller reported that his neighbor’s cleaning crew backed into his driveway by mistake and accidentally damaged a small wooden post at the back of he driveway. The caller wanted the incident to be documented by police.
Road rage
A woman reported a man in a white truck had been following her since she got on the highway in Connecticut Jan. 3. She called police and waited for patrol in a parking lot on Wilmot Rd. The driver of the white truck acknowledged that a road rage incident had occurred. He said he wanted the female driver to “apologize” to him and that is why he followed her. However, while waiting at the Wilmot Rd. parking location, he realized this was not a good idea and he no longer wanted to speak with the female driver. Both drivers left the scene without incident, as per police advice.

On Jan. 4, police removed a fallen branch from Overhill Rd.
On Jan. 5, a caller reported a black Jeep driving on a field on Greendale Rd. Patrol spoke to the driver who advised he was trying to sell the vehicle and thought the backdrop was a nice spot to take photographs with the vehicle. Patrol advised him to remain on the paved surfaces.
Police called a tow truck for a disabled vehicle at Mamaroneck and Murray Hill roads Jan. 5.
Village code
Police issued a summons to a solicitor on Cooper Rd. Dec. 30.
Police advised a youth solicitor on Tisdale Rd. that he needed a permit to solicit in the Village Dec. 30.
On Jan. 3, police advised a construction crew to turn off power equipment to comply with Village code concerning allowable work times. It was 6 p.m. when police made the notification.
Police removed multiple illegally posted signs from Post Rd., Fenimore Rd. and Brite Ave. Jan. 5.
Animals
On Dec. 31, an East Parkway bank teller advised that someone walked into the bank with a “dying pigeon” and left it near the ATM machine. Police arrived on scene and provided the manger with contact information for a local trapper who could remove the bird from the premises.
A dog sitter reported that a white poodle named “Peanut” got loose and was heading north in the area around Walworth Ave. Jan. 1. Police helped reunite the dog with the sitter and assisted with the safe return of the dog to its house.
A dead raccoon was blocking traffic at Secor Rd. and Hazelton Dr. Jan. 5. Police removed the animal from the roadway and notified the highway department for pickup.
At 6:30 a.m., Jan. 6, an Oak Way resident reported that a raccoon had entered his property and was actively fighting with his dog. Patrol observed the animals fighting and effectively assisted in separating them. The raccoon exited the yard following the altercation. The resident advised he would take his dog to the vet for an exam. No further police assistance was requested.

A passerby found a cell phone in a red case near Butler Rd. basketball courts, and he gave it to police for safekeeping Jan. 1.
On Jan. 3, a Post Rd. resident reported losing his license plates.
Firefighters
A cooking pot caught fire in a Ferncliff Rd. kitchen Dec. 30. The homeowner removed it to the sink and filled it with water to put out the fire. Firefighters removed the pot to outdoors and ventilated the house.
A gas stove was leaking gas in a Secor Rd. kitchen Dec. 30. Firefighters stood by for Con Edison and assisted with partial gas turn-off.
Grease in a Dunham Rd. oven started to smoke Dec. 31. Firefighters assisted with ventilation.

Police then marked the bathroom as “out of service.”
