On July 31, police arrested two individuals reported to be sleeping in a running Honda on Claremont Road around 3:30 p.m. When police got to the scene, they noticed drug paraphernalia in the car, with a woman – Renee Manfredi, 50, of White Plains – asleep in the driver’s seat and a man – Victor Oscategui, 43, of Astoria – asleep in the reclined front passenger seat. The man had drug paraphernalia on his lap. Drug paraphernalia included used syringes, loaded hypodermic needles and used crack cocaine pipes. Police took possession of the car keys and impounded the car, as they arrested the couple on misdemeanor charges of criminal possession of a controlled substance and possession of a hypodermic needle. Oscategui was taken to the hospital for evaluation and treatment. Both Oscategui and Manfredi were released with an appearance ticket for Village Justice Court following their arrests.

Stolen
Personal items were stolen from a Dunham Road resident’s house and reported to police July 26. The incident was discovered by the resident’s assistant who noticed a door leading to the attic, where the objects had been housed, was open. Among the missing items were a $2,000 shadowbox, a $500 gold tea cup set, a $500 gold lamp and $2,000 Japanese silk liners. The items were last seen in the house on July 21.

A Boulevard resident reported that a man driving a green landscaping truck removed a garbage bin from his property curbside July 26. The incident was captured on video.

Attempted burglary
A Ridgecrest West woman reported someone tried to enter her house through a rear door at 3 a.m., Aug. 1. When the attempted entry was not successful, the suspect left.

Attempted car break-in
On August 1, a Brewster Road man reported someone attempted to break into one of his parked cars around 2 a.m. that day. The attempt was not successful.

Damaged cars
A tree fell on four parked cars on Depot Place, damaging two of them badly July 29. No injuries were reported.

Mischief
Paper signs were reportedly removed from the Wayside Tennis Facility hut and a garbage can was knocked over July 30 or 31.

Scam
On July 28, a Stratton Road man reported he was the victim of a phone scam. He said a caller told him his medical license was being revoked and he should pay a large sum of money – totaling $25,700 – to avoid being arrested. Later, on July 29, police received a call that appeared to come from the same Stratton Road address in which a caller said, “Help,” before hanging up the phone. The call to police was thought to be related to the scam.

Threat
On July 30, a Quaker Ridge father reported his adult son had compromising photos, and someone was threatening to post the photos online if the son did not pay money. Police are following up.

Disputes
On July 27, a Post Road woman told police she was not getting along with her housemates. Police advised her to avoid them to eliminate potential conflict. The matter did not appear to be criminal in nature.

On July 28, two Post Road housemates were arguing over the allocation of food. The dispute never became physical. Police advised the housemates to stay away from each other to avoid conflict.

Two men were having a verbal argument on Garth Road July 30. No police assistance was required.

Worried
Quaker Ridge parents were worried about their 23-year-old son because they had not heard from him for some time July 29. While reporting the matter to police, the son called the parents to say he was OK.

On July v31, a Quaker Ridge mother was worried because she was supposed to pick up her daughter from the train station, and the daughter was not there. The mother said she was going to go to Manhattan to look for her daughter, and police advised the mother to contacted NYPD if she needed further assistance there. Later the mother called headquarters to say she had heard from her daughter, who was safe and with a friend.

Locked in
A caller got locked inside an ATM vestibule on Palmer Avenue July 31. Police helped the caller get out by opening the door.

Civil matters
On July 26, a Fox Meadow Road woman reported that her ex-husband violated their custody agreement by not dropping off their children at the designated hour of 9 a.m. that day.

On July 27, a Herkimer Road man reported he was having trouble obtaining a title to a car he purchased from a private seller over Craigslist.com. The seller was not getting back to him and had not provided proper paperwork. Police tried to call the seller to assist the man, but the seller did not answer. The man asked for extra ridebys because the seller knows where the man lives, and he failed to turn over the second car key.

On July 29, a Sage Terrace resident reported her landscaper broke a glass door at her house. He asked police to document the matter. The landscaper said he would replace the door.

Cars and roadways
On July 26, police pulled a dangling branch from a tree and placed it by the side of Heathcote Road.

Verizon was notified about a fallen wire on Morris Lane July 26.

Police removed a branch from Palmer Avenue July 27.

A traffic control sign fell on Fenimore Road July 28. The highway department was notified.

Police secured a loose manhole cover on Walworth Avenue July 29.

Police removed fallen branches from Church Lane July 31.

A one car accident was officially reported in the Village this week.

Animals
On July 28, a leashed and collared dog escaped its yard through a newly installed fence. It was picked up by a passerby who called police. While police were on the scene, the dog’s owner showed up, looking for the dog. Police reunited the pair.

A black poodle at large was reunited with its owner on Montrose Road July 28.

On July 30, a rabid skunk that was foaming at the mouth was reported to be walking on a Greendale Road property. It was on private property and not in a safe location for police to shoot. Police provided the resident with a list of animal control services that could be of assistance.

Noise
After a caller complained of noise, police advised a resident in the area of Church Lane to lower the volume of music July 28.

Kids were making noise in an Innes Road pool after midnight August 1. Police advised the parents of the complaint, and the kids were told to come inside the house. Later a similar noise complaint came in about the same kids at around 3:30 a.m. that same day. Police went to the house and could hear talking come from the pool area. The noise was nowhere near what it had been before. Police nevertheless informed the parents.
A neighbor complained about noise from a Springdale Road generator Aug. 1. Police did not think the noise was excessively loud, according to notes in the call log. Police tried to talk to the owner but did not make contact.

A Shaw Road homeowner said he would lower the noise level at his house after police informed him of noise complaints Aug. 1.

Lost and found
A passerby found a debit card on the sidewalk in the Village July 27. Police looked up the address of the person’s name on the card. It was on the same street; so police returned the card to the person.

A passerby found a gold bracelet in a Scarsdale Avenue parking lot and gave it to police July 31. Police vouchered it for safekeeping.

Firefighters
Police closed Farley Road while firefighters and Con Edison addressed a branch on burning wires July 26.

On July 27, firefighters helped Con Edison check for gas leaks in a house on Berwick Road after a leak was detected at a meter on the street.

On July 28, firefighters assisted with a car accident on the Hutchinson River Parkway.

On July 29, firefighters helped check a house for a possible gas leak on Mamaroneck Road.

On July 29, firefighters assisted with a one-car accident impacting a tree on the Hutchinson River Parkway.

Firefighters isolated a gas leak behind a stove in a Gaylor Road house and stood by for Con Edison July 29.

On July 31, firefighters assisted with a three-car accident on the Hutchinson River Parkway.

On Aug. 4, a Village mother reported her 18-year-old daughter’s $499 iPhone had been stolen from her daughter, while her daughter was working as a day camp counselor, at Scarsdale High School. That morning, the phone had been placed in a designated bin, which was supposed to be secured in an office during camp hours. However, at the end of the workday, the phone was gone when the daughter went to retrieve it. The iPhone case also contained the girl’s driver’s license and a debit card. The mother tracked the phone and provided its location to police. She also cancelled the debit card. Following a swift investigation of the matter, with the cooperation of Parks and Recreation Department officials, police arrested a man – Israel Rodriguez, 62, of West Haverstraw – who had been hired to work as a security guard at the camp. Rodriquez admitted to stealing the phone and surrendered himself for arrest at headquarters on Aug. 6. He was charged with petit larceny, a misdemeanor, and fourth-degree grand larceny for stealing a credit card, a felony. He was released on his own recognizance and ordered to appear again at Scarsdale Village Justice Court on Aug. 25.

Stolen
On Aug. 4, a Heathcote Road woman reported her carpenter’s equipment had been stolen from the garage of her house during the overnight period of July 28-29. Missing items included $150 drills bits, a $60 air hose, a $75 radio, 1 $120 nailer, a $290 air compressor, a $600 chop saw and a $200 stand.

Scam
A Carthage Lane man reported he was the victim of a scam and lost $1,900 Aug. 2.

Identity theft
On Aug. 2, a Kingston Road woman reported someone used her personal information to fraudulently open an account in her name.

Overcharged
A man was accidentally overcharged on his credit card while doing business at a Scarsdale Avenue establishment around midnight, Aug. 4. The cashier said he did not know how to issue a refund by card. The customer called police. The cashier said he could refund the difference in cash. Police stood by while the matter was settled.

Help
On Aug. 7, police came across a disoriented, elderly man walking alone on Cushman Road. The man did not know his address and told police he was out looking for his wife. Using the man’s NYS driver’s license, they determined his address, contacted his wife and returned him to his home.

Dirt
On Aug. 2, a Carman Road man reported his car had been “vandalized” the previous night while parked in his driveway. Police examined the car, and it appeared that dirt was on the driver’s side widow. There was no damage to the car. The man asked for police to document the incident.

Noises
On Aug. 3, police received two reports of possible gunshots in the area near headquarters. Officers investigated, but found no signs of people shooting guns.

After midnight, Aug. 3, a Brambach Road man reported there was an explosion – possibly fireworks – in his driveway. Police went to the scene. No damage or scorch marks were observed in the driveway.

Two Lee Road residents reported hearing loud noises outside around 12:40 a.m., Aug. 3. One resident also reported that he found a gouge in one of his front window frames that morning, and he thought it could have been related to the noise. Police, however, found no signs of projectiles or debris in the area.

A Sheldrake Road resident reported hearing three “loud booms” at 5 a.m., Aug. 5. Police checked the area and could not determine the source of the reported noise.

A Kent Road man reported hearing firework noises outside around 1:20 a.m., Aug. 6. He looked out the window and saw two individuals walking up the street. These individuals reportedly walked up a neighbor’s driveway. Police canvassed the area but did not find the reported individuals.

Unusual behavior
A “possibly intoxicated” man wearing jeans and a buzz cut hairstyle was reported to be walking n the area of Popham and Garth roads Aug. 3. He was gone when police arrived to investigate the call.

On Aug. 3, a caller reported a man wearing jeans and a button-down shirt, who “did not appear to be making much sense,” was walking in the area of Chase Park. He was gone when police arrived.

On Aug. 4, a caller reported seeing a white man with long hair, wearing jeans, yelling and running from the library parking lot into the woods, heading toward the high school. The caller though the man might need assistance. Police canvassed the area but did not locate the man.

A neighbor asked police to perform a welfare check of a Brambach Road man ‘due to the neighbor’s perception of “unusual activity” Aug. 4. Police checked on the man, and everything was in good order.

A resident of a Popham Road building reported an unknown man, wearing a white sweatshirt, blue pants and smoking, entered the rear garden gate Aug. 5. The resident was concerned because she thought the man did not live in the building. The man left the garden before police arrived.

A Whig Road woman reported she was sitting outside on her front steps when an unknown man approached her house around 8 p.m., Aug. 5. She said she made eye contact with the man, and this caused him to run away. Police canvassed the area but did not find the man.

Safety
Tape and barriers had been removed from a blocked-off walkway in the Freightway Garage Aug. 4. Police put the barriers back in place and affixed new caution tape.

Lock-out
A parent accidentally got locked out of her car, with her two children inside, on Fox Meadow Road Aug. 5. The car’s climate control system was on, and the kids remained in good spirits in their car seats. Police and firefighters used a lockout kit to open the car doors.

Cars and roadways
A car driving very slowly down Post Road into White Plains had malfunctioned and entered a safe mode, which prevented the car from accelerating Aug. 3. The driver declined a tow.

Police called a tow for a disabled car on Bypass Aug. 3. Since the car could not be shifted into neutral, the tow operator applied a soap solution to the wheels. This solution dripped onto the road. Police notified the highway department for cleanup.

Police reported a low-hanging wire over Colvin Road to Verizon Aug. 4.

Police called a tow for a disabled car on Mamaroneck Road Aug. 5.

On Aug. 5, police called the owner of a car parked on Cooper Road, in violation of posted no parking signs due to paving operations. The owner promptly moved the car.

A caller reported recent paving work on Dolma and Murray Hill roads caused “lips” in the roadway which caused a bicyclist to fall down Aug. 5. The bicyclist had left the scene, apparently uninjured. The paving work is ongoing, thus addressing any issues.

Patrol helped push a stalled car to the side of Greendale Road while the driver waited for a mechanic Aug. 6.

Police assisted a delivery truck driver make a delivery to a Cooper Road address while Cooper Road was closed Aug. 6.

Police reported low-hanging wires over Saxon Woods to Verizon Aug. 6.

A work truck was blocking traffic on River Road Aug. 7. The contractor agreed to move his truck.

A bale of hay fell off a truck on Palmer Avenue Aug. 7. Police moved it to the side of the road and notified the highway department.

According to a driver, his car was having problems on the Bronx River Parkway, and Westchester County police had the car towed to a parking lot of Weaver Street around 11 p.m., Aug. 8. The driver was waiting for his own tow, which was en route. The driver told police he was scared to wait alone in the parking lot. Police assured him the lot was safe, well lit and frequently patrolled by police.

Animals
A Carman Road man requested trappers’ information because there was an injured cardinal in his backyard Aug.2.

A loose husky was reported in the area of Crossway and Mamaroneck Road Aug. 3. It was not there when police arrived. However, approximately 20 minutes later, a Palmer Avenue caller reported he had picked up the dog, which he saw running loose on the street. The dog’s owner arrived on scene and picked up the dog.

A Colvin Road woman reported hearing possible animal noises inside her house after midnight Aug. 6. Police checked the house but did not find any animals.

A loose small brown dog was reported on Fox Meadow Road Aug. 7. Police helped reunite the dog with its owner.

A loose pit bull was reported on Drake Road Aug. 7. Police looked for the dog but could not find it.

Village code
Police advised a Dolma Road pool work crew that Village code prevented early morning construction work and noise, so the crew immediately stopped work at 7:30 a.m., Aug. 3. They said they’d wait until the designated time to resume.

Police received a report of early morning work with power tools on Catherine Road Aug. 7, and they informed the work crew of designated work hours, as per Village code. The crew agreed to comply.

Neighbors complained about loud music coming from a Cushman Road gathering Aug. 7. Police did not feel the noise level violated Village code but informed the homeowner of the complaint and advised on Village noise ordinances. After a second complaint was registered an hour later, the homeowner volunteered to lower the volume of the music.

A Morris Lane homeowner lowered the volume of music after neighbors complained of noise Aug. 7.
Police advised a White Birch Lane resident of a noise complaint Aug. 7. The resident said the gathering was already in the process of concluding.

A caller reported a loud argument on Mamaroneck Road at 2:45 a.m., Aug. 8. Police went to the area but did not find any arguing people.

Police called a tow for a disabled car on East Parkway Aug. 8.

Lost and found
On Aug. 4, a Shawnee Road man reported losing his license plate somewhere in the Village.

A caller called police and said he just left a laptop computer in a black case by the War Memorial at Boniface Circle Aug. 6. Police went to the War Memorial and found the laptop. The caller said he would pick it up from headquarters.

Firefighters
On Aug. 4, police stood by for Con Edison at the site of an activated gas alarm in a Brite Avenue house.

On Aug. 5, smoke from sewer line testing near the Hutchinson River Parkway and Mamaroneck Road was mistaken for smoke by a caller. Firefighters investigated and confirmed there was no fire in the area.

Smoke from sewer line testing also generated calls about “chemical smells” on Harvest Drive Aug. 5. Firefighters ventilated affected areas to alleviate any odors.

Sewer line test smoke set off a false fire alarm in a Mamaroneck Road basement Aug. 5. Firefighters advised the homeowner to keep windows open to ventilate.

Smoke from sewer line testing entered a Stratton Road house, possibly through a loose sewer cap, Aug. 5. Firefighters assisted the homeowner with identifying the entry point and ventilating the structure.

On Aug. 5, smoke from sewer line testing also entered two Lenox Place houses, possibly through loose sewer caps. Firefighters assisted the homeowners with identifying the entry points and ventilating the structures.

On Aug. 7, radiator piping for a steam system was leaking water in a Church Lane house. It was determined that the system had been improperly filled with water. Firefighters advised the homeowner to drain the system and call a plumber.

On July 25, police received a lead in the case of a stolen bicycle that was taken from a Jefferson Road yard June 28. Specifically, a neighbor showed police video surveillance of a red landscaping truck pulling up in front of the house, two men getting out of the truck and placing the bike in the back of the truck. The owner of the bicycle was informed of this development in the case. The owner said he just wanted to get the bicycle back and was not interested in pressing charges. Police called the listed owner of the landscaping company, but no one answered. Police will continue to call until the owner can be reached.

Stolen
On July 21, a Scarsdale woman who moved from one Village house to another house on Cushman Road in June reported that she just discovered some of her jewelry and miscellaneous items missing after the move. All boxes had been unpacked, and the woman confirmed the following items were missing: a pair of Gucci sunglasses, a ring, a necklace set, two pairs of earrings and a restaurant gift card. The original boxes and envelopes in which the items were stored, however, were found. All items, combined, have an approximate value of $8,000. A contracted mover performed the move.

On June 23, a Scarsdale woman who recently moved from a house in the Village to another house on Madison Road reported some items went missing during the move. Missing items included a $5,000 gold and diamond ring, a $15,000 gold Rolex watch and a $1,200 stainless steel canister watch. A contracted mover performed the move.

Attempted car break-in
A caller reported that someone attempted to break into her parked car while it was parked at the Scarsdale Pool Complex July 23. The locked car was not entered, but the driver’s side door handle was tampered with.

Identity theft
On July 20, a Brookby Road resident reported that two refund checks from his union were fraudulently intercepted and cashed by someone else in March 2021. The checks totaled $190.

On July 21, a Normandy Lane woman reported that someone made fraudulent charges on her American Express credit card in June. The charges totaled approximately $150.

On July 21, a Quentin Road resident reported that a fraudulent cable account had been opened in his name in another state.

Mischief
On July 20, a Brewster Road resident reported someone driving by in a white Mazda threw a bottle out the window at some kids standing on the road.

Disorderly conduct
A library patron became irate and library staff asked him to leave July 24. The patron refused, and staff called police. The patron left without incident after police advised him he was no longer welcome at the library that day.

Altercation
On July 23, two female residents of a group home on Post Road reported an altercation. It started as a verbal argument and then became physical when one resident threw an empty Wal-Mart box at the other resident and slapped her face with an open hand, causing a red mark. Staff at the group home said the resident who got injured was “screaming in the [other woman’s] face, which triggered” the incident.

Suspicious
On July 22, a Cushman Road resident reported that she observed an unknown individual approach her house and walk around to the back. The observation was recorded by a doorbell camera.

On July 24, a doorbell camera on a Heathcote Road house recorded three males attempting to access a resident’s deck. The resident called police, and police investigated. In talking with a neighbor, the neighbor said he attempted to access the deck with family members to retrieve an errant drone that had ended up there by mistake. The resident was informed.

A Deerfield Lane resident reported seeing a man walk onto her property behind her house July 25. Police drove to the scene and found a man, matching the description, walking on Mamaroneck Road. He said was confused and thought he had been taking a shortcut to his house before he realized his mistake.

Two young girls approached a woman in the public bathroom of the Mobile gas station located on the Hutchinson River Parkway and told the woman they were scared July 25. They then left in a car with Texas license plates. Police were called, and Scarsdale police joined other agencies in looking for the car to investigate the report.

Dispute
On July 20, two motorists were arguing over a lane change on Secor Road. The dispute never became physical.

Packages, boxes
On July 21, a Rock Creek Lane resident reported she has been receiving numerous packages addressed to a neighbor but with her address printed on the label. She said she walked the first package over to her neighbor’s house, but she is tired of receiving the packages and wants the situation to stop. She was advised by USPS and UPS to leave the packages unopened on her doorstep for return pickup, labeled as “return to sender.”

A box was found in the parking garage beneath the Popham Road CVS July 24. Police investigated the box and found it contained brown bags imprinted with the CVS logo. The CVS manager was informed. A CVS employee was sent to the garage to retrieve the box.

Neighbors
On July 20, a Crane Road resident alleged that a female neighbor was possibly filming the resident’s children playing outside, as the neighbor was standing at the window. The allegation could not be confirmed.

On July 21, a Taunton Road resident reported a backyard neighbor seemed to be having a meltdown and specifically described an argument with herself for over an hour. Police went to the scene but were unable to make contact with the neighbor.

Civil matter
On July 24, a Garth Road resident reported an ongoing issue with her landlord. Specifically, on that day, she said her doorbell camera captured her landlord saying negative things about her to an unknown person. Police advised her it was a civil matter.

Bicyclist hit
On July 24, a bicyclist came into headquarters to report a car on Wilmot Road had hit her. Police determined the accident occurred within the jurisdiction of New Rochelle and referred her to NRPD.

Cars and roadways
On July 19, police controlled traffic around a disabled ice cream truck on Heathcote Road while the driver waited for a tow.
Verizon was notified about a fallen wire on Montgomery Road July 20.

A low handing bundle of communications wires was blocking a Popham Road driveway July 20. The communications provider was notified.

On July 20, a Montrose Road resident reported that a silver sedan often parks on the street in a way that disrupted residents’ abilities to enter and exit driveways. When police went to the scene, the car was not parked in a disruptive fashion.

A Richbell Road resident was concerned that the same car pulled into her driveway, allegedly around midnight for the last four nights in a row, ending July 21. The car was in the driveway when police arrived. It was determined the car belonged to the housekeeper.

On July 22, police assisted a pedestrian move to a safe location after crossing Bypass and Weaver Street.

A Wildwood Road homeowner asked police to perform a rideby to make sure the garage door was closed. It was.

A car suffered two flat tires on Mamaroneck Road at 3:15 a.m., July 24. Police provided traffic control until the car could be moved.

On July 25, Verizon was advised about a low-hanging wire on Post Road.

After a resident complained about dead branches on Village trees at Boulevard and Clarence Road July 25, police informed the highway department for removal.

A passerby reported a woman walking on Weaver Street with her eyes closed July 25. She was no longer there when police arrived.

Police removed a large branch from wires at Palmer Avenue and Bansom Road July 25.

Con Edison and the highway department were notified about a fallen branch entangled in wires and blocking Stratton Road July 26.

One car accident was officially reported in the Village this week.

Animals
On July 19, police notified the highway department about a dead rabbit on Penn Blvd.

A caller reported a “lost puppy” on Fox Meadow Road July 20. Police identified the puppy’s owner and reunited the pair.

On July 23, police reunited a lost dog, found on Post Road, with its owner. Police also issued the owner a summons for having at dog at large.

A loose dog dragging a leash was reunited with its owner, who was out looking for it, at Penn Boulevard and Franklin Road July 24. Police advised the owner about Village code and the potential to received summonses for violations.

Noise
After neighbors complained of noise, police advised a Shaw Road resident to keep noise down while playing music July 23.

Lost and found
On July 21, a resident walked into headquarters and reported losing the license plates off his car.

On July 21, a passerby found a wallet at the intersection of Boulevard and White Road. It contained $42 cash and a photocopy of a foreign passport. Police vouchered it for safekeeping.

A Gilmore Court resident handed over, to police, a wallet found on the street in front of his house July 23. It contained one dollar cash, identification cards, credit and debit cards. Police vouchered it for safekeeping.

A passerby found a Jeep key fob on Greenacres Avenue and gave it to police July 23. Police vouchered it for safekeeping.

A patient of a Village center doctor’s office lost his wallet July 24. While police were helping him re-trace his steps and search his car, the doctor’s office called the patient’s cell phone to report someone had found the wallet. The receptionist said she would hold onto it to give it to the patient.

Firefighters
On July 19, firefighters assisted at a one-car accident with injuries on the Hutchinson River Parkway.

On July 21, firefighters assisted at a two-car accident without injuries on Mamaroneck Road.

On July 21, firefighters assisted at a four-car accident with injuries on the Hutchinson River Parkway.

On July 21, while en route to another call, firefighters came across a fallen bicyclist on Mamaroneck Road in the area of Saxon Woods Road. Firefighters provided first aid and requested Scarsdale Volunteer Ambulance Corps to respond. SVAC took the cyclist to the hospital.

On July 25, firefighters traced a light smoke odor inside a Kelwynne Road house to a defective light switch in the second-floor master bedroom. Firefighters isolated the switched and advised the resident to refrain from using it until an electrician could evaluate it.
