Thefts, Threats and Big Black Rabbit: from the Scarsdale Police

Identity Thefts: The General Manager of Quaker Ridge Golf Club reported that someone was writing fraudulent checks against the club's accounts to purchase items on Craig's List. The forger had printed up checks with the club's account and routing numbers. The General Manager has received many calls asking if the checks are legitimate. In many instances the checks were written for an amount higher than the agreed upon purchase price. The buyer then asked the seller to send back the difference minus a fee for their inconvenience. The club's comptroller contacted the FBI, secret service and Chase Bank Fraud Department. The incidents occurred between 12/2/13 and 1/28/14.
On February 1, a Berkeley Road man reported that someone had attempted to open a Bloomingdales account in his name online. The request for the credit line was denied.
Taxi!
A Mamaroneck woman called police at 7: pm on 2/1 to ask for help with a dispute with a cab driver. The cab driver was attempting to charge her $250 for a ride from the Upper East Side in New York to Scarsdale Avenue. Police helped the two parties come to an agreement.
Police were called to the Central Taxi parking lot on East Parkway on the morning of 2/2 where a man was harassing people for money. Police learned that the man tried to catch a cab but the driver would not take him because he did not believe the man had the money to pay for the ride. The man then started asking pedestrians for money. Police found the man on the train platform and issued a verbal warning for bothering pedestrians. The man then bought a train ticket to White Plains.
Stolen Bikes:
Two bicycles were stolen from the garage of a Fox Meadow Road home sometime between February 1 and 2. The resident also noted that it appeared that his car was tossed. The opener for the garage door was inside the glove box. The man said that he had likely left the car unlocked. Police surmised that perhaps the thieves used the garage door opener to open the garage door and take the bikes.
Animals:
A loose dog was found on Fox Meadow Road on the morning of 2/1. Several residents looked for the owner but could not find him so police took the dog into custody. While the police were in the process of notifying the humane society the dog's owner called about his lost dog. He came to pick up the dog and issued a summons for "Dog at Large."
At 5 pm on 2/1 a Park Road woman reported that found her neighbor's dog. Police returned the dog to its owner.
A Rectory Lane woman called police at noon on January 30 when she saw footprints in the snow around her house. When police arrived they determined that the footprints were left by a small animal.
The babysitter at a home on White Road called police on the afternoon of January 20 when she saw a large black rabbit
hiding in the bushes outside the house. She believed it was a domesticated rabbit. Police advised her to call an animal control service.
Found:
A set of keys, with an inscribed name plate that said "Marty" were found on Palmer Avenue on the evening of 1/28 and turned over to Scarsdale Police. A wallet containing a Canadian driver's license was found near Starbucks on East Parkway at 3 am on 2/2 and turned over to Scarsdale Police.
Arrests:
Police approached the driver of a Saturn SUV just after midnight on February 1 at 10:45 pm when they saw the car abruptly change lanes and then stop on the shoulder of the Post Road near Ferncliff Road. He saw a woman exit the passenger door of the car, pointing and yelling at the driver. When police approached the car the driver got out of the car and walked around to the passenger side front seat. The woman driver, who identified herself as Judy A. Nouel, told police she was having an argument with her daughter. Police asked for her license and she said "I wasn't driving." She then gave the officer an expired drivers' license that turned out to be revoked twice, suspended four times and showed four "scoffs" on her record on three dates. Police arrested Ms. Nouel and took her to headquarters and the car was released to her ex-husband.. Nouel was booked for aggravated unlicensed operation and released on $60 cash bail, posted by her ex-husband Carlos Nouel.
While driving on Heathcote Road at 5 pm on 1/31 Liani Mendez of New Rochelle was stopped by police when the scanner revealed a suspended registration. Mendez was given summons' for driving without a license, and operating an unregistered and uninsured vehicle. The car was towed back to his home.
Isable De Figueiredo of Mount Vernon appeared at Scarsdale Police headquarters in response to an outstanding warrant at 5 pm on January 31. She was released on $100 cash bail and given a court date of February 5, 2014.
Threats:
On 1/28 a Nelson Road man reported the receipt of threatening messages on his Facebook Page from someone he knew. Police advised him to block access to his page from the person who made the threats.
Mr. Okoli of Lockwood Road called police on the afternoon of 1/29 to say that his neighbor was saying mean things to him. Police advised him to speak to his guardian and avoid his neighbor.
A Sprague Road woman called police at noon on 1/31 when she received an envelope with unusual contents. Police arrived and determined that the letter, which was sent by the AARP, contained some shredded paper that appeared to come from the mailing equipment.
Keys please: On 1/31, the children of a Brite Avenue man who is currently residing in an assisted living facility asked police to help them recover their Dad's car from the home of his soon-to-be ex-wife on Brite Avenue. The man had the title to the car. When police arrived the woman turned over the keys to the car.
Noisy kids: Police received a call at 10:30 pm on 1/31 about disorderly youths at a home on Barry Road. They found some kids playing football in the front yard and told them that is was not an appropriate time to make noise outside. The kids and their parents apologized.
Lost: An autistic man from White Plains came to Scarsdale police headquarters on the afternoon of 2/2 and said he was lost. He was wearing a medical alert bracelet with his name and phone number. Police called his sister who agreed to pick him up.
Alarms: Police responded to a fire alarm activated at an unoccupied home at 4:18 am on Vanderbilt Road. The neighbor let firefighters into the house who found that the alarm had malfunctioned.
Water leaks were reported on Harcourt Road at 5 pm on 1/27 and at a home on White Road at 3:15 on 1/27.

Schools Closed Today

Scarsdale Schools are closed for a second day this week due to a winter storm that left another six inches on the ground overnight. Snow was followed by sleet which could cause icy conditions. The second Scarsdale School Budget Study Session that was scheduled for 6:30 pm on Wednesday will now be held on Thursday evening at 6:30 pm at Scarsdale High School. This is Scarsdale's second snow day closing for the year.

Land Rover Stolen from Murray Hill Home

Stolen Land Rover: A 2013 Land Rover, valued at $50,000, was stolen from the driveway of a home on Murray Hill Road overnight on January 25. Surveillance cameras on the property show a 4-door sedan on Murray Hill Road at 12:19 am on January 25. At 12:22 am the film showed a man wearing a hat, gloves and hooded sweatshirt walk up the driveway, enter the car and drive away at 12:23 am. According the owners, the car was left unlocked and the key may have been inside the car.
Stolen Purse: A Walworth Avenue woman told police that her purse was stolen from Savona Restaurant while she attended a fundraiser at the restaurant on January 23. At 9:45 pm she left her purse on the back of a chair and went to the restroom. When she returned, it was gone. Her husband was able to track her phone and determined that it was near Depot Place. Police checked the area and were unable to find it however the woman and a friend continued to search. Shortly thereafter, they found her phone behind a parking meter but there was no sign of the purse.
Stolen bike: A green 27-speed Huffy mountain bike was stolen from Depot Place on January 24 when the owner left it unlocked, leaning against a fence around 10:30 pm. The bike was left at the fence near the construction site adjacent to the Scarsdale Train Station.
Identity thefts: On January 20 a Sharon Lane man reported that someone had stolen 15 personal checks from his home and cashed them between January 1, 2012 and October 30, 2012. Altogether, $2,437 was withdrawn from his account without his authorization.
A Rugby Lane man reported that someone changed the contact phone number for his Chase account. When the man's wife called the number the person on the other end hung up. Police were not able to identify the phone number and Chase could not tell the man what security question the identity thief had responded to in order to make the change. Chase also told the Scarsdale man that someone had attempted to withdraw $7,500 from his account at a Chase Branch in Illinois. Chase subsequently changed the man's account numbers.
Wallet found: A wallet that belongs to a White Plains woman was found on the fourth floor of the Freightway Garage and turned over to police on the afternoon of January 21. Police were unable to reach the owner of the Coach wristlet and it is currently at police headquarters.
Thin ice: A Taunton Road woman called police on the afternoon of January 21 when she saw kids walking on the pond in Crane Berkeley and feared they would fall through the ice. By the time police arrive the kids were gone.
Broken elevator: Police responded to a 911 call from a man who was stuck in an elevator at the Christie Place garage at 2:40 pm on January 23. When police arrived the man had gotten out of the elevator and repairmen were on the scene fixing the elevator.
Alone in the car:Police got a call about two children who were left alone in the backseat of a car parked on East Parkway in Scarsdale on the afternoon of January 23. Police found the children's mother at Heathcote Tailors and warned her not to leave the children unattended in the car.
Water leak: A caller alerted police that water was coming out of a garage on Boulder Brook Road at 10 am on January 26. The water department was called to turn off the water main to the house and a realtor arrived to open the garage door.
No heat: Police escorted a Church Lane man into a Walworth Avenue house on the afternoon of January 26. The resident was away and the heat was off. The man turned the heat back on and left the house.
Coyotes: Police got a call about two coyotes or wolves at the intersection of Carthage and Lincoln Road on the afternoon of January 26. By the time police arrived the animals were gone.

Thefts, Arrests and Potholes: from the Scarsdale Police

Scarsdale woman arrested for stealing friend's jewelry: On January 14, Ilana Svetkey, age 46 of Rodney Road was arrested for allegedly stealing jewelry valued at more than $5,000 from the home of a friend on Boulevard in Scarsdale. The missing jewelry was reported last week and included a Tiffany gold charm bracelet, a rose gold charm bracelet, a gold charm bracelet and a platinum Tiffany wristband. According to Lt. Thomas Altizio, Svetkey admitted to stealing the jewelry when she was questioned by detectives. Some of the stolen items were in her home, some were taken to a jeweler to be engraved and some were sold to the jewelry store. The items at her home and the item at the jewelry store to be engraved were recovered and are in evidence. The items she sold to the jeweler were already melted down and could not be recovered. Svetkey was arraigned before Judge Galloway who set bail at $500, scheduled a court date for 1/15 and issued a Temporary Order of Protection to the victim. She posted bail and was released.
Stolen rental car: On 1/13 a rental car that was borrowed from the Avis dealer at the Scarsdale Service Center was declared stolen when the 2013 silver GMC was more than 30 days overdue. The car was borrowed on 11/18/13 and scheduled to be returned on 12/9/13. The renter did not return the car of answer certified letters or phone calls from Avis.
Stolen scooter: A motorized scooter that belonged to an elderly Wildwood Road woman was stolen from the driveway of the house on the morning of January 15. Police confirmed that the sanitation department did not pick it up.
Arrest: On January 13, 2014 Nicole Longmore, age 39 of the Bronx was arrested for failing to respond to an active warrant issued on October 29, 2013. She was caught when the White Plains police notified the Scarsdale Police that they towed her car off the Bronx River Parkway on 1/13/14 and found there was an active warrant for her. She was processed, released on $60 cash bail and given a court date of January 15.
Phone calls: A Hampton Road woman reported that she was receiving unwanted phone calls between 12/20/13 and 1/13/14. She has received multiple calls each day and when she picks up the phone it seems that someone is there but is not speaking. On another occasion her son answered the phone and the caller asked for her by name. She asked police to help her make the calls stop.
Unwanted texts: A 15 year-old girl and her father came to police headquarters on January 18 to report that she has been receiving unwanted text messages for the past few months. The messages began on October 3, 2013 and she did not know whom they were from. When she asked the sender to identify him/herself they would not tell her. Though the texts are not threatening the person who sent them seemed to know her whereabouts and she grew concerned.
Potholes: A 2007 BMW driven by a White Plains man hit a large pothole on Mamaroneck Road on the morning of January 15. 
The impact caused a flat in the front passenger side wheel. The man called BMW road assistance to tow the car. Police placed a traffic cone in the pothole which was located on Mamaroneck Road near Cushman Road.
A collapsed roadway near a storm drain on Wayside Lane was reported on the morning of January 18. Police marked the area with orange cones and alerted the Highway Department.
Identity theft: About $2,000 in withdrawals were made from the account of an 84 year-old Scarsdale woman without her authorization on January 13, 2014. Chase Bank did not know how someone had accessed the woman's account using at ATM machine as the woman does not have a debit card.
Unlicensed driver: Police stopped the driver of a 1998 Volkswagen on Crossway on January 8 when the scanner revealed the car was not registered due to an insurance lapse. A DMV check of the driver's license revealed that it had been revoked once and suspended eight times. The car belonged to a New Rochelle man and it was not inspected. Police removed the plates from the car, towed it to the impound lot and issued Jermaine Higgins of Mamaroneck summons for operating a car with a suspended registration, unlicensed driving, driving without insurance and driving an uninspected car. The owner of the car was also notified and he said he was in the process of selling the car to Higgins. Higgins was released on $100 bail and given a court date of 1/22/14.
Trees: On the morning of January 13, a Richbell Road woman called police to complain that her neighbors was cutting down trees without a permit. Police spoke to the homeowner who explained that she had a valid permit to remove the trees. Police told the neighbor that she could not stop the workers from completing the job.
Water leak: Also on Birchall Road, a caller saw water rushing from the garage on the morning of January 17. The water was freezing and causing icy conditions. Police found no one at home and the fire department entered the house through an unlocked window. They found that a pipe had split and they were able to turn off the water.
Blocked in: A driver called police on the evening of January 13 when she was unable to move her car which was parked on Depot Place because another car was parked too close to hers and was over the designated line. Police called Vincent's towing who shifted the misplaced car without damaging it and allowed the woman to pull out.
Fall: Police went to a Tunstall Road home at 4:57 am on January 15 to assist a woman who could not get up off the floor. They helped her up.
On January 15, the owner of a home on Ogden Road reported that students were parking their cars in front of his house in a "no parking zone." Police issued a summons.
Noise: Police were called about noisy kids on Donellan Road at 1:13 am on 1/19. They went to the house and the mother explained that her daughter just returned from her Bat Mitzvah and had some friends over. She said she would tell them to keep the noise down.
Fight: A concerned Carthage Road father called police at 7 pm on January 19 about a family dispute. When police arrived they found that the family was having a verbal disagreement and the parents agreed to have their son stay with his grandparents for the night.
Missing: At 4 pm on 1/20, a concerned woman from Montgomery Road called police when her husband had failed to return from an 11 am medical appointment. While police were at the house the man showed up.
Graffiti: A street sign at the intersection of Innes and Heathcote Roads was found to be spray-painted with yellow graffiti on January 13. Another street sign, at the intersection of Willow and Cushman Roads, was spray-painted with brown paint. The incident was reported on January 17.
Missing Jewels and an Obscene Snow Sculpture: Scarsdale Police Report

A Mamaroneck Road woman reported the theft of $24,000 in jewelry as well as wine on January 6. The woman could not provide an exact date of when the items were stolen but said she noticed things were missing during the fall of 2013. Among the missing items were:
- 18K yellow gold and three diamond Roberto Coin bangle bracelet valued at $3,500
- 18K yellow gold and diamond David Yurman bracelet valued at $11,000
- 18K yellow and gold round bracelet valued at $5,000
- Antique gold and black enamel bracelet valued at $2,500
- Two cases of NYS wine valued at $800
- Case of Bordeaux and Burgundy wines valued at $1,000
On 1/12 a woman who lives on Boulevard in Scarsdale reported that 4 pieces of jewelry, together valued at more than $5,000, were missing from her jewelry box in her house. A Tiffany gold charm bracelet, a rose gold charm bracelet, a gold charm bracelet and a platinum Tiffany wristband were gone. The last time she remembered seeing them was January 5.
Risky Business: A man who works in Scarsdale Village reported that someone had intentionally damaged his car and endangered his life. He suspects that someone objects to the fact that he parks his car at the intersection of Barry and Tunstall Roads while he goes to work. However, he has received no complaints. On Thursday evening January 9 he returned to his car at 5 pm and found an obscene snow sculpture on the hood of his car and a scratch on the hood as well. On the evening of January 10 he was driving on an expressway and felt that something was wrong with his tire. He pulled over and found that five lug nuts on the rear tire on the driver's side were loose and causing the wheel to wobble. He believes that if he hadn't stopped the wheel might have come off. Police checked their logs and found that there were no complaints about his car.
Identity Thefts: On 1/11 a Heathcote Road man reported that right after he opened a new Citibank account he was contacted by the bank to say that someone had attempted to change the contact information. He had not made the change. He also said that there had been numerous attempts to open accounts in his name or change the contact information on existing accounts. He also received a duplicate drivers license in the mail two weeks ago, though his does not expire until 2017 and he had not requested a new one.
On 1/7 a Foxhall Place man reported that someone tried to open numerous credit cards in his name between 12/9 and 1/7. He received letters from Discover about applications that were filed as well as a phone call from Barclays Bank regarding a credit card application. The credit bureaus instructed him to file a police report.
Threats: On January 11, Marissa Carpanzo reported that he husband had violated an order of protection resulting from his arrest last week. He threatened that if she did not "give him the house, the car and the money, bad things would happen to her and her son would be kidnapped." Police advised her to call the White Plains Police as the threats were made at a there. At 1:30 am on January 12, Ms. Carpanzo asked police to escort her to her home on Butler Road due to the threats.
Michael Benchetrit, age 20 of East Taunton Road in Scarsdale was arrested for threatening someone at a home on Overhill Road in Scarsdale on January 9 at 12:30 pm.
Jeronimo Lara-Rayo, age 35 of Elmsford was arrested on January 9 for an incident of domestic violence that occurred on January 2, 2014. He surrendered himself and was arraigned before Judge Galloway who issued an order of protection and released him on $1,000 cash bail. He is due to return to court on January 15, 2013.
Lost: Mr. Shi Xiong Hu reported that he lost his white Samsung S4 cellphone, valued at $400 on January 9 at 9 pm. He believes that he dropped it while crossing Popham Road at Garth Road.
Run in with the police: While driving west on Olmstead Road near Brite Avenue, on Friday morning January 10, a Carmel Road man's car skidded through a stop sign and ran into a police car driving north on Brite Avenue. The policeman was treated for a wrist injury.
Gas and Water Leaks:
Several businesses and apartments on Garth Road had to be evacuated at 7 pm on January 10 due to a gas leak. Police closed the road to traffic and remained on the scene until 2 am on January 11. Con Edison and the Fire Department entered 22 through 56 Garth Road and police were asked to contact all key holders at those addresses. Con Ed and the Fire Department checked each address for the presence of gas. When the area was declared to be safe, the road was reopened and open manholes were covered.
A home on Paddington Road also had to be entered due to a suspected gas leak on the morning of January 11. The owner could not be contacted so the Fire Department got in through a rear door to check the home.
A neighbor of a home on Old Orchard Lane spotted water leaking from the garage which was freezing and turning to ice due to the cold temperatures on January 7. She called the police and the neighbor and police entered the house and turned off the valve that was causing the leak in the garage. They also saw that the home was a mess. Police attempted to notify the owners but were unable to reach them.
Police also received calls about icy conditions on Palmer Road on the night of January 8 and on Barry Road on the morning of January 9. On the morning of January 10, the fire department entered a home on Crossway through an unlocked window to shut off two valves that were causing a leak from the unoccupied house.
Death: Patricia Wise, age 87 of Popham Road passed away at 12:30 pm on January 11. Her son reported that he had last seen her alive at 11:30 am that day. David Raizen of SVAC and Dr. Moshen Ghaemmaghan Gan pronounced the death.
Fight with Contractor: A Cooper Road man said that he had been grabbed and pushed by a mason who was doing work at him house. The homeowner and the mason had a disagreement about the stonework and the mason grabbed the homeowner by the shirt collar and pushed him into a wall around 8 pm on January 6. The homeowner went to the police station to report the incident but by the time police got to the house the contractor was gone.
Camping in Davis Park? Police were called about an orange pop-up tent that had been set up in the park for several days. Police found the tent and debris and asked the sanitation to remove both on January 7.
Police were alerted that the front door of a home on Chesterfield Road was open on the morning of January 8. Police checked the house and it did not appear that anything was amiss. The neighbor said that the owner was deceased and the family maintains the house. Police locked the door and departed.
Suspicious Package: A Meadow Road man called police on the evening of January 12 when he found an unmarked box at his front door. By the time police arrived, the caller had brought the box inside, opened it and found a bottle of wine and a gift card from his neighbor.
Unregistered Vehicles:
Police stopped Waldir Correia of White Plains on the morning of 1/11 on the Heathcote Bypass near Secor Road when their scanner revealed that the car had a suspended registration. The registration was suspended on 12/1 due to an insurance lapse. The plates were removed from the car and it was towed to Correia's home. He was given a summons for driving with a suspended registration.
Dominique Serrano of Larchmont was also stopped at the same spot for driving with a suspended registration on January 11 at noon. The plates were removed from the car, it was towed and she was given a summons.
Joy Farmer of New Rochelle was also stopped at that intersection on the morning of January 12 when the scanner revealed she was driving with a suspended registration due to an insurance lapse. He plates were removed, her car was towed and she was issued a summons. Allen Camacho of White Plains was also stopped for the same reason at 11:19 am on 1/12. In addition to driving with a suspended registration, Camacho had no license. He was given a summons, his plates were removed and his car was towed.
